There is no such thing as a 'rental record' maintained by any official agency of which I know. The eviction action remains historically of record on the state court database. Your obligation to pay the arrears on your lease, if any, would generally be discharged in a bankruptcy.

Legally, you are allowed to get a secured card while in a bankruptcy case. With a secured card, you are funding it with your own money so it's more like a savings account than being a "credit" or "loan" transaction.
