It will sort of depend on the goal of your Chapter 13, don't you think? Don't you think that if you need to pay back your past due mortgage debt or car loan, pay off your child support, or pay off the IRS that it is worth investing your social security disability benefits in this cause? If not, why are you interested in Chapter 13? Your plan payments have to come from somewhere what are you planning to do to make monthly payments in the Chapter 13?

Business partners are generally not addressed in the Chapter 11 plan as they are not creditors. If you are a creditor, the terms of the plan should control what you get.

In filing for emergency Bankruptcy and it says I have 14 days to complete paperwork and file is it business days or regular days?

You filed on a Monday. You do not count the day you filed. So, your deadline is also on a Monday, two weeks later. The Federal Rules of Civil Procedure define how days are counted for all the deadlines contained in the court rules.
