About Beth J. Kern

Beth J. Kern provides legal services to Municipal, Business, Employment, Land Use, and Real Estate Law clients. Beth brings to her clients and practice a diverse background with over twelve years of professional experience in business and human resources management. Before joining CGA, Beth worked for Flagger Force®, a rapidly growing multi-state traffic control company, as a Human Resources professional while attending Widener Commonwealth Law School in the evening. Beth uses her business acumen and experience in human resources management to gain insight into partnering with leaders and teams to develop organization strategies. She knows that the most successful solutions are developed in partnership with the people within an organization and she loves helping clients achieve their goals.

Beth completed her Juris Doctorate from Widener University Commonwealth Law School. During law school, she was a member of the Trial Advocacy Honor Society, ATLAC Trial Advocacy Team, Trial Advocacy Honor Society Executive Board, and Agricultural Law Society. Additionally, she served as an Academic Support Fellow in the area of Civil Procedure for an academic term and interned at the Dauphin County District Attorney’s office as a Certified Legal Intern. Beth received her Bachelor’s degree in Marketing with a minor in Advertising from York College of Pennsylvania. She is a proud graduate of Susquehannock High School.

Beth maintains two professional human resources certifications, Professional Human Resources Certification (PHR) from HRCI and a Society for Human Resources Management Certified Professional (SHRM-CP) from SHRM. These professional certifications aid Beth in providing practical advisement to employment law clients, assisting them to address a variety of day-to-day human resources management issues and needs.

Business clients of all sizes utilize Beth’s skills to guide them through a range of needs including, entity formations and governance, drafting and review of contracts for the purchase and sale of goods, services, and other transactions, business acquisitions and sales, and entity dissolutions. She enjoys helping business clients during any stage of its life cycle.

Beth currently represents municipal clients in both York and Dauphin County, including Penbrook Borough, Penbrook Borough Stormwater Authority, Manchester Borough, and the Hellam Township Zoning Hearing Board among others. She routinely provides presentations, timely news articles, advisement, support, and meeting coverage for various CGA municipal clients on a wide range of legal matters. As a part of her municipal practice she routinely drafts ordinances, resolutions, policies, zoning decisions, and contracts. Beth’s municipal practice also includes representation of applicants requesting zoning relief, such as variances, special exceptions, and curative amendments.

Beth is a life-long York County resident. She grew up on a family farm in Southern York County that includes beef cattle, goats, and various crops. She was actively involved as a member in both local and county-wide 4-H Clubs for ten plus years.
