About Kermitt L. Waters

Mr. Waters founded Luo & Waters P.L.L.C. in 2015. He has a longstanding, successful and reputable law practice in Las Vegas, The Law Office of Kermitt L. Waters (www.kermittwaters.com) which is specialized in and exclusively practice Eminent Domain law. Mr. Waters has been defending landowners in eminent domain and inverse condemnation cases in Nevada and across the United States for nearly 50 years. The total amount of compensation that Mr. Waters won for his clients has exceeded U.S.$500 millions through final judgments or settlements.

Mr. Waters is an experienced business litigator. He has handled hundreds of cases and he has tried over fifty trials in Nevada alone—several resulting in landmark opinions furthering the protection of landowners’ rights.

Mr. Waters’ appreciation for private property was ingrained at a young age. Born and raised in West Texas, the son of ranchers, he saw how important people’s land was to their survival. His father, in addition to running the family ranch also served as County Sheriff, and was often called upon to protect private property. Leaving the family ranch after high school graduation, he served his country in the National Guard while attending college. He earned both his Juris Doctorate and Bachelors of Law degrees from Texas Southern University.

In 1966, Mr. Waters moved to Nevada where he worked for the Legislative Counsel Bureau and the Nevada Attorney General. He then served in the Las Vegas City Attorney’s office where he successfully stopped several utility companies’ demands for excessive rate increases during the early 1970’s until he went into private practice and devoted his career to defending landowners in government takings.

Professional and Community Involvement

Mr. Waters is the sole selected representative of Nevada as the member of the Owners Counsel of America. A frequent lecturer on eminent domain and inverse condemnation for Continuing Legal Education Seminars, Mr. Waters is a member of the Clark County Bar Association and the American Bar Association and has authored several articles on these topics. In the community, he is active with grass roots organizations in initiative petitions, works to enable homeowners affordable avenues for green energy, and donates his time to the drafting and passage of constitutional and statutory laws to protect private property.

Interests

Flying planes since the age of fourteen, he was the first member of the Nevada National Guard to graduate from Helicopter Flight School in Fort Rucker Alabama. Still an avid pilot, when away from the office Mr. Waters can often be found in the cockpit of his plane somewhere over Texas or the Bahamas.
