Penny is a member of Healy Law Offices, LLC, a Missouri and Arkansas-based law firm that focuses on energy and utility law. Healy Law Offices, LLC is the outside general counsel for the Missouri Public Utility Alliance (MPUA) and the Missouri Joint Municipal Electric Utility Commission (MJMEUC).
Penny has expertise in the areas of pole attachments, small cell wireless structures and right of way management. She has represented Missouri municipalities and worked with multi-disciplinary teams addressing the legal, financial, engineering and technical aspects in negotiations with telecommunication providers. Penny continues to advocate for more and continued local control over the issues associated with pole attachments, placement of small cell support structures and deployment of small cell wireless attachments.
Prior to joining Healy Law Offices, LLC, Penny was a state prosecutor for over twenty years. During that time she tried over 200 jury trials including capital murder cases, manslaughters, robberies, methamphetamine labs, assaults, as well as child and adult sex crimes. She has also argued successfully before Missouri’s Supreme Court which created new law regarding drug enforcement checkpoints. Penny attended Missouri State University (formerly Southwest Missouri State University) where she obtained her Bachelor of Arts degree and graduated with honors. She then attended Washington University School of Law in St. Louis, where she was a Fisse Scholar. While attending law school, she was awarded the Ali-ABA Environmental Law national scholarship and was selected to serve in the Federal Civil Litigation Clinic.
