B . Craig Black is a Partner in the Houston office of Resnick & Louis, P.C. Prior to joining R&L, he was appointed an Assistant United States Attorney in the Civil Division of the United States Attorney’s Office for the Middle District of Pennsylvania.
With the Department of Justice Craig had a multifaceted practice concentrated in healthcare litigation (representing physicians, mid-level providers, hospitals, and federally funded health care clinics). He also has experience in affirmative healthcare fraud, medical device, employment discrimination and other complex civil litigation matters.
Craig joined the USAO in February 2021 after 39 years of private practice, 30 of which were devoted to heath care and insurance practices. Craig’s private practice was focused on healthcare litigation and risk mitigation, representing physicians, hospitals and health systems, post-acute care organizations and other healthcare providers and liability insurers and health systems, post-acute care organizations and other healthcare providers and liability insurers in state and federal courts and before administrative agencies.
He also has extensive experience in the areas of construction defect, commercial litigation, insurance coverage litigation and reinsurance arbitration. He has successfully tried over 75 complex civil actions to verdict in trial courts throughout Pennsylvania, has prevailed on numerous appeals before the Pennsylvania Superior and Commonwealth Courts and has successfully obtained judgment in his clients’ favor in matters accepted for appeal by the Pennsylvania Supreme Court.
Craig has proficiency in insurance coverage, A&E defense, and bad faith litigation. He has represented numerous disciplines, including architecture, geotechnical engineering, structural engineering, electrical engineering, mechanical engineering, civil engineering, environmental engineering and surveying, and design professionals. He has also handled numerous arbitrations and mediations in insurance law. He has served as a party-appointed arbitrator in professional liability and commercial litigation matters. Craig has also handled hundreds of auto liability cases, many through verdict at trial. He has also handled underinsurance and uninsurance claims through arbitrations and trial.
Prior to entering private practice, Craig served as Chief Counsel to the Medical Professional Liability Catastrophe Loss Fund of the Commonwealth of Pennsylvania, the predecessor to the Medical Care Availability and Reduction of Error Fund. While serving as Chief Counsel, Craig oversaw the Fund’s litigation relating to the interpretation of statutory coverage provisions of the Act. He also oversaw the legal aspects of the Fund’s reinsurance program, the actuarial determination of unfunded reserves and developed and oversaw a surcharge audit program.
Craig served as the Fund’s liaison to the Pennsylvania Department of Insurance to ensure conformity of professional liability policy filings with the Act and regulations. Craig has mentored numerous associates and has actively been involved with mock trial programs for local high schools and regional law schools.
