Howard Merkow was used for a hearing officer for a school hearing! Do not use him! he represent school districts. He is unfair and he does not follow the law. He allowed the school district to present evidence and did not even give me time to view. Completely unprofessional!

He actually had a federal judge overturn many of his decisions, because of how capricious and unfair he is and this is what what said about him in a 2017 Native News Online.Net article: "Hearing Officer Harold J.
