Ryan D. Tilley, an accomplished legal professional, embarked on his academic journey by earning a BA in History, graduating cum laude from Washington College (MD). During his time at Washington College, he not only excelled academically but also demonstrated leadership as a four-year member and captain of the Men's Rugby Team, where he gained international experience playing rugby in Ireland.
