For a $500 ring how do you expect anyone to come to a conclusion as to what happened to the ring? Or who is responsible? I would say the shipping people ought to provide proof you can sue the person but you would have to do so in Maryland and it would cost you far more than the 500.

Yes you can collect $10,000 no fault med/ pay. You say that you are settling for $3K after two surgeries . That seems a nuisance settlement unless you have a problem with liability.
