What amount should he give back if he just filed paper then I cancelled the divorce?

Doesn't it depend on what your agreement with him was? And how much time he spent? And how he feels about it?

Can a cop stop you for no reason?

You must have done something. Maybe he knew you were too young to have a drivers license. Maybe somebody else complained. Perhaps you didn't have to answer his questions without probable cause. Regardless, you were driving without privileges and broke the law. I suggest your mom get you an attorney and work out the best deal you can.

Can I take dog kennel to small claims court over death of our dog?

Take them to small claims court. Sue them for the boarding fee, vet bill and the cost of purchasing a new dog (even if it was only an old mutt, there is still an adoption fee). This is one situation where you do not need a lawyer.
