Yes, but you negligently omitted to specify which part of 2013 or whether a public entity is involved. The statute of limitations requires a formal claim to be filed with a target public entity within 6 months of the incident and a lawsuit to be filed against any other party within 2 years. You cannot lawfully sue for most "accidents" because they don't involve wrongful conduct except for strict liability for ultra hazardous activities.

You would need to read your personal car insurance policy to see whether it covers such rentals (I believe most do). The terms of the policy would control as to whether there was/wasn't coverage. Additionally, you can take a look @ your credit card agreement as some credit card companies provide coverage if you pay for the rental with their card.
