Quite simply, a police officer has many jobs to do, and filling out police reports are only one of them. They often have several to do at a time as well. It can sometimes take that long for the officer to find the time to fill out the report properly and enter it into their system.

Yes you can hold the at-fault party responsible. But they will likely be entitled to a $10,000 set off because you drove without PIP insurance.
