Of course you can ask for a higher offer, but there is no question you need an attorney to protect your rights and maximize your recovery. The insurance company has lawyers, and so should you.

I think I answered the same issue last week. You tell your carrier exactly what happened. They will deal with it. a broken wrist is not worth 50000. You have plenty of coverage for an injury like that. that is not your concern. That is why you buy insurance. They worry about it, not you.

The King can do no wrong. Cities (replacing the King) are immune from suit unless they have purchased insurance for the type damage which occurred. Check with city claims office or with city attorney to make a claim and find out. Document your claim with photos and /or estimates of repair. If you have to prove your case how will you do that.
