Sounds like a misunderstanding. Parent should have said "well, okay, when and where would you like to meet?" I know, "should have" doesn't help much now, but from the way you describe it, this sounds like the police thought they had permission to go ahead right away.

You can, but you will have to prove that the injury was caused by the negligence of someone else and not you. If the injury occurred at work, worker's comp is generally your only remedy, unless you can prove a third party also contributed to the injury.
