It would have been difficult to establish facts necessary to bring a claim outside of the worker's compensation system. Your question is confusing. I only have a licence in New York, so I cannot comment on the law in Arizona. The fair amount to pay for medical expenses is the amount of the medical expenses. In New York, a pedestrian hit by a car is entitled to no-fault benefits. Once the paperwork is complete, the providers bill the insurance company directly and the insurance company pays the providers directly.
