You can contact the clerk of the court in which the matter is scheduled to be heard and request they change the date. The difficulty is that if the Order to show cause is requiring your appearance typically you didn't do something that the rules or the court required and that is the reason the court scheduled an Order to show cause to begin with and therefore the court may not be real receptive to moving the hearing date.

You need to provide more information about the situation. How was she killed? Where? Time? Alcohol-related? Others passengers/drivers present? If you simply have no idea where to start then speaking with your local police department may be the best place to begin.

See if the local code compliance office can help you out. Also, try to go up the chain of corporate ownership; find out who the owners of the complex are (it's probably a real estate partnership, so find out who the partners are) and contact them directly, they don't want their tenants to suffer and they don't want to have to put up with your complaining. Also, see if there is some disability advocacy group in your area, it's possible that the complex owners are violating the federal Americans with Disabilities Act.
