Troubled parent: No, generally the parent of a minor is not responsible for the negligent actions of their minors, however, there are exceptions. If the minor is on an errand, employed by or agent of the parent than vicarious liability can attach. If the parent has signed for the driving permit, they can be liable up to $15,000. If the minor's conduct is willful that can assessed against a custodial parent. If a parent knew or had reason to know that the child was going to engage in negligent conduct, for example child had taken car without permission on prior occasions, than liability to the parent could be assessed. It sounds like none of the exceptions apply and therefore while your child is responsible, legally you are not. That is really the purpose of insurance and not sure why your friend doesn't want to submit it to their insurance carrier other than they may have a myriad of recent insurance claims and don't want the adverse consequences on their insurance rates.

This can be a difficult problem. I would talk to the guidance counselor and your parents. Hopefully the school will address the issue in some way. If the school will not address it, you can report the behavior to police. However, I would think the school would be more likely to take action (which might include involving the police) than the police taking action.
