Most likely someone else is in charge of your money, either your parents or someone appointed by the Court to oversee it.  It would be up to that person, either a Guardian ad Litem, or Trustee, to distribute money to you, and they would most liekly not just turn it over to you until you are 18.  They might use the money to benefit you, pay for school, or medical expenses for example, but would not just turn it over to you.

Workers Comp is a very slow Court and can take years. Please make an appointment with your attorney and explain your concerns. I have gone to court 10 times for the same case and it moves slower than molasses uphill. Sorry.

Absolutely. In NY there is a cap of 75 cents per page for copying records, but if you are asking the doctor to write a report you can expect to pay $1,000 - $3,500 depending on the circumstances and complexity.
