Unfortunately, neighbor disputes are intractable. Yes, you can sue for an injunction to abate private nuisance. He will claim that his dogs are not noisy and you are provoking them etc. Then if you get your court order, he will ignore it. Then you have to bring him back to court for violating the injunction. He will claim he has not violated it. It will go on and on. It could escalate also.

Based upon these circumstances, it seems that the group home was liable for negligent oversight of one of their charges, and I would attempt to sue them. You must find out who the insurer is, who the owner or overseer of the group home is, and find an attorney to bring a claim and then a lawsuit against them. It is easy to see what the damages are to your young daughter. The group home needs to be taught a lesson, that it has responsibility in managing the people it is paid to take care of, and prevent them from hurting others.

No, that's not what homeowners insurance is for and that's not how it works. Homeowners insurance is to cover your liability to someone else if they are injured on your property due to your negligence. Hopefully, you have health insurance to cover your medical bills.
