I am astonished and truly sorry to hear about this treatment of your son! Sounds like you have a claim for damages against the bus driver and his/her company. Bus drivers are "common carriers" and are held to the utmost standard of care. This is especially true in a case involving a child with special needs. You should consult with an attorney to discuss your son's rights and how to proceed forward.

If the permitted driver is under 18, as a minor he/she cannot be held liable for the accident, so the responsible party is the licensed adult and his/her insurance policy should cover the loss (up to policy limits, of course).
