No. Not having a front license plate (and being from a state that doesn't require one) is not probable cause. He was just harassing you trying to get you to agree to give him permission to search. Hope you didn't.

Have you already checked with the DMV to see if it is registered? If so, and you still can't locate the owner, you will need to file a civil action and probably have an ad placed in the local paper to show that you attempted to properly serve the owner.
