Your landlord doesn't sound very nice. You could potentially sue, but (a) what are your damages in dollar terms? Were there lost wages, cost of repair of the car, medical expenses, significant pain and suffering? And (b) since you knew about the problem, the percentage of the total negligence allocated to the building owner and to you may cut back your damages seriously. (In Wisconsin, you can only collect for the percentage of the total negligence involved which the finder of fact attributes to the other party.) You might try small claims, but you'll have to be able to prove your damages. Good luck.
