Mr. Mayer has been a practicing public finance attorney for over 40 years and has been actively and continuously involved in New Jersey public finance transactions since 1984. He has served as bond counsel to the State of New Jersey, to various state, bi-state and regional authorities, to counties and county authorities, to municipalities and municipal authorities, and to boards of education and fire districts. He has experience with general obligation bonds, revenue bonds, private activity bonds, and certificate of participation financings and the related state, tax and securities law requirements. He has represented national and regional investment banking firms.
Mr. Mayer has extensive and detailed knowledge of New Jersey's Local Bond Law. He has prepared and reviewed numerous bond ordinances and the records of proceedings pertaining to their adoption, has prepared applications for and appeared regularly before the Local Finance Board, and has participated in bond anticipation note, special emergency note, tax anticipation note, tax appeal refunding note, emergency note, bond, refunding bond and fiscal year adjustment bond financings on behalf of municipalities located throughout the State. Mr. Mayer has served as local bond counsel for various borrowers through the New Jersey Infrastructure Bank (formerly the New Jersey Environmental Infrastructure Trust) and Rural Development (formerly known as USDA) and has served as bond counsel in connection with the dissolution of local authorities.
Mr. Mayer also has extensive experience in connection with board of education, improvement authority and utility authority bond financings.
Mr. Mayer has been the responsible attorney for a majority of the firm's municipal bond counsel transactions over the last twenty-five (25) years.

$4,566,000 Borough of Closter General Obligation Bonds, Series 2020. This was a competitively sold issue that closed June 4, 2020.
$76,370,000 Burlington County Bridge Commission Lease Revenue Notes (Governmental Leasing Program), Series 2020A and 2020B. This was a negotiated combined new money/refunding issue that closed April 15, 2020. The Firm served as underwriter's counsel.
$10,987,797 City of Newark Qualified Water Utility Borrower Bonds for Pequannock Water Treatment Plant Rehabilitation Project. This New Jersey Infrastructure Bank financing closed May 13, 2020.
$4,680,000 Board of Education of the Township of Manchester Refunding School Bonds, Series 2020. This was a negotiated refunding issue that closed January 28, 2020.
$5,515,000 Town of West New York Parking Utility Refunding Bonds, Series 2019. This was a negotiated refunding issue that closed on November 26, 2019 in connection with the dissolution of the West New York Parking Authority.
$3,354,169 Borough of Harvey Cedars Bond Anticipation Notes, consisting of $1,359,119 General Improvement Bond Anticipation Notes and $1,995,050 Water Utility Bond Anticipation Notes. This was a competitively bid, combined new money/refunding issue that closed on November 7, 2019.
$66,295,000 The Mercer County Improvement Authority County Secured Revenue Refunding Bonds (Mercer County Projects), Series 2019. This was a negotiated refunding issue that closed August 1, 2019.
In addition to his legal career, Mr. Mayer also spent several years as a Social Security Administration Claims Representative and as a Special Education teacher working with autistic children. He served as a Councilman, Council President and Chairman of the Finance Committee for the Borough of Point Pleasant Beach and as a member and President of the Point Pleasant Beach Board of Education. While on the Board of Education, he was instrumental in the creation of the Point Pleasant Beach Public Education Foundation.
Mr. Mayer is a 1975 graduate of Monmouth University, where he received a B.A. in Psychology. He received his J.D. magna cum laude from the Florida State University College of Law. While a law student, he interned for Judge William Stafford of the U.S. District Court in Tallahassee, Florida. He is a native and lifetime resident of New Jersey and a member of the National Association of Bond Lawyers and the American College of Bond Counsel. He has completed several of the course requirements for designation as a certified New Jersey municipal finance officer.
