Frank earned his BA from the University of New Hampshire, cum laude, in 1975, and his Juris Doctor from the New England School of Law in 1978. He began his legal career as a NH attorney, first with a Concord law firm and later as a prosecutor in the Hillsborough County Attorney’s Office, where he handled over 100 jury trials during his eight-year tenure. In 1987, Frank opened his own law office, specializing in business and estate planning, civil litigation, and commercial cases. In 1995, patent lawyer Robert “Bob” Deleault joined as his law partner, and the firm became Mesmer & Deleault, PLLC, operating in Manchester and Portsmouth.
After Bob’s retirement, Frank moved the Mesmer & Deleault practice to Wadleigh, Starr & Peters, PLLC on January 1, 2025, continuing to serve existing and new clients. An early participant in mediation training for the Superior Court’s Alternative Dispute Resolution program in 1994, Frank has since mediated or arbitrated dozens of cases in southern NH. He is a member of the New Hampshire and Federal Bars and has presented numerous seminars on business and estate planning.
