About Blaine T. Mynatt

Blaine is a Managing Director and President of Holt Mynatt Martínez P.C. Blaine was born in Albuquerque and was raised in the South Valley. He attended the University of Washington, after graduating from Rio Grande High School, on a swimming scholarship. He graduated in 1993 with a Bachelor’s degree in Environmental Law. He then returned to Albuquerque and obtained his Juris Doctorate from the University of New Mexico School of Law in 1997.

As a former Senior Trial Prosecutor with the Office of the Third Judicial District Attorney, he is uniquely aware of issues involving law enforcement and civil rights. This familiarity has proved to be invaluable in representing both county and municipal entities in claims brought alleging civil rights violations, and claims arising under the New Mexico Tort Claims Act.


Blaine has been recognized by a number of trade publications and institutions including A.M. Best, the American Society of Legal Advocates. Blaine also earned the prestigious AV Preeminent peer review rating from Martindale Hubbell, based on evaluation of his credentials and experience from fellow lawyers. He is a Fellow of the prestigious Litigation Counsel of America and earned the distinction of being elevated to the Order of Juris in recognition of having tried over fifty cases before either a jury or a judge.

In addition to trial practice, Blaine acts as county attorney for Hidalgo County as well as the attorney for the City of Sunland Park. Blaine advises government entities in the areas of labor and employment law, Title VII and New Mexico Human Right Act.

Blaine has successfully resolved employment law claims under the ADA, and Title VII, in federal court. He has handled and favorably resolved multiple excessive force cases, and wrongful death claims against Dona Ana County Detention Center. Among his many accomplishments, Blaine obtained total defense verdicts in the cases of Minton v. Dona Ana County and Landau v. Las Cruces Public Schools.

A list of representative clients includes New Mexico Association of Counties, New Mexico Public Schools Insurance Authority, American National Property and Casualty Company, American Claims Service, Inc., Philadelphia Insurance Companies, State Farm Insurance Co., Western States Insurance Co., Safeco Insurance Co., ARAG Insurance Company, the City of Las Cruces, the City of Sunland Park, the City of Truth or Consequences, Town of Hurley, Dona Ana County, Hidalgo County, Otero County, Sierra County, Luna County, San Miguel County, Catron County, and Las Cruces Public Schools.

Blaine is a former exam grader for the New Mexico Board of Bar Examiners. He has also worked with the National Drug Court Institute in an advisory capacity regarding the implementation of drug court programs in multiple jurisdictions.
