Mr. Mills, a partner at DMHD, focuses his practice on environmental and land use law, representing individuals, businesses and lenders on matters such as handling, treatment and disposal of hazardous substances, hazardous wastes and petroleum products; wetland, dock and marina permitting; due diligence review of real estate transactions; regulatory compliance; mine development, permitting and leasing; assessment and remediation of contaminated properties; redevelopment of brownfield sites; and enforcement issues. Prior to attending law school, Mr. Mills spent four years as an environmental consultant specializing in assessment, remediation and human health risk analysis at CERCLA, RCRA and state-regulated sites throughout the eastern and southeastern United States and gulf coast.
Mr. Mills also assists clients in alcohol licensing matters including resort, hotel and restaurant licensing, regulatory compliance and permitting of breweries and distilleries. Aside from being an attorney with DMHD, he is the co-founder and manager of Manifest Distilling.
His professional affiliations also include memberships with First Coast Manufacturing Association and the Northeast Florida Association of Environmental Professionals, where he formerly served on the Board of Directors. Mr. Mills is currently serves as Secretary on the Board of Directors for North Florida Land and Trust; a member of the Wolfson Children's Hospital Development Council; legal counsel for Friends of Jacksonville Animals; and former chairperson for Dreams Come True Horizon Board. Additionally, he is a member of the the Leadership Jacksonville Class of 2019 and the Jags MVP Class of 2019.
Mr. Mills has been named as a Super Lawyer Rising Star multiple years since 2010. He has also been recognized as one of Florida Trend's Legal Elite since 2017.
