Troy Miller is a partner in the Construction and Litigation Groups, concentrating his practice in construction and public works bidding, contracting and purchasing, complex construction litigation, arbitration, and mediation, including but not limited to, public contract law, state and local heavy highway construction, mechanic's lien law, and vendor and material supplier collections. He represents both public and private owners, design professionals, surveyors, construction managers, general contractors, subcontractors, and material suppliers in all phases from requests for proposals, bidding and construction through the change order / dispute resolution processes. His experience includes working with public owners to provide education on construction project delivery (contracting) methods and staffing, along with preparing requests for qualifications / proposal, bidding documents and contract documents for public works and services. In addition to years of actual hands-on construction experience, Troy earned his juris doctorate from the University of Dayton School of Law. He received his master of architecture from the College of Architecture, Ball State University. At the graduate level, Troy served as a teaching assistant in building structures and technology at the Housing Futures Institute, a nationally recognized and federally funded think-tank, investigating new and highly technical construction solutions. Troy received his bachelor of architecture and bachelor of science in environmental design also from the College of Architecture, Ball State University. Troy is admitted to practice law in the State of Indiana and before the United States District Courts for the Northern and Southern Districts of Indiana.
