Depends on the country and your status. If you are a U.S. citizen the process is 7-12 months in most countries. If you are just a Permanent Resident it will be several years.

Of course you can apply, but the conviction probably makes you inadmissable and you may be placed in removal proceedings.  You should have an attorney research your situation thoroughly before applying.
