To be considered a crime for U. S. immigration purposes, there has to be an equivalent to the crime under U. S. criminal laws. Department of State shows that the F-2A category for spouses and unmarried children of permanent residents is available to those who filed prior to September 1, 2013. That means that it is presently taking less than 2 years for a permanent resident to sponsor such individuals for the green card. Every one should pay taxes regardless of their immigration status. IRS has its own rules if some one does not pay taxes. Evading taxes may also be prosecuted by US attorneys as a federal crime. To apply for permanent residency there is no requirement as to showing taxes for the beneficiary. But once the permanent resident applies to naturalize, tax becomes an important issue and the person may not be eligible for naturalization if he or she did not properly pay his/her taxes.
