That type of application, with a very long quota can easily take a year or longer. Normally, you'll get a receipt, though, within 60 days. The receipt let's you know it's in the system and provides information on how to check the status.

Though not an offense it could be a problem if he misrepresented his status on his applications. If the adjustment has already taken place he would have a problem if this is caught be the government. The issue is if he made a false statement for criminal purposes
