If your boyfriend is already here in the US you can just get married here and apply to adjust status (assuming your boyfriend was inspected when he entered the country).  If he is in Jamaica, then you can file for a fiance visa using USCIS Form I-129F to bring him here as your fiance.  You then have to get married 90 days after he enters.  You then file for adjustment of status to that of permanent resident.

No, the detention during investigation is not "time served": time can be served as part of a sentence imposed by the court after finding you guilty. However, be sure to answer "yes" the question about arrests, briefly explain what happened in an attachment, and include an original certificate of disposition from the court (if charges against you were never filed with a court, get a certified letter from the District Attorney's office that, after investigation, it was found that you were a victim of an identity theft and innocent of any wrongdoing; DA's office will not like issuing such a letter, so explain to them that you need it for your adjustment of status application). After you get your green card, you might want to expunge this arrest from your record; otherwise, it will keep popping up in the most inconvenient contexts - naturalization, employment, getting an apartment in a nice building, etc.
