A 21 year old USA citizen can file papers to sponsor their parents for immigration. There may be issues, however, based on how your parents entered the country, whether they had ever been caught by immigration, etc.

I did apply I-130 for my brother of Iraqi's nationality and his family of two to come to the USA that was back in May 2015 ( notice received) .
