Since you are no longer married, the application should be on the basis of 5-year permanent residency. You should expect having to prove to USCIS that your marriage was a true marriage (not just to get you a green card).

If you are a US citizen, you can file an I-130 visa petition for your husband. If you are not married yet, you can file an I-129F petition for a fiance. In either case, he will need to apply for the visa at the US Embassy in Mexico after the petition is approved.
