If there is a warrant for your arrest, there is always the possibility that this warrant could be executed upon your arrival to the US. I would advise you to attempt to resolve the outstanding child support issues and that may alleviate the concerns you shared in your inquiry.

To seek political asylum in the States in your case, you must show a well-founded fear of persecution on account of race, nationality, political opinion, religion, or membership in a social group. From your description, it would appear that you may have that type of fear, but you must show that the fear is connected with one of the five standards. Also that the persecutor is either the government or a group in the country that the government cannot control. You would need to substantiate your fear with corroborative evidence. There is no fee for filing for political asylum on form I-589 application for asylum and for withholding of removal. The form must be submitted in triplicate with identification documents, relationship documents for family members, copies of travel documents and photographs, and copies of documentary evidence supporting the claim. The I-589 with attachments is submitted to the U.S.C.I.S. Regional Service Center which holds jurisdiction over your place of residence. Generally persons residing in the South would send applications to the Texas Service Center; those in the west to the California Service Center; residents of northern states to the Nebraska Service Center; and the East to the Vermont Service Center. Can I petition my biological dad and my stepmother at the same time?

A step relationship is only created through marriage, and so while you will be able to petition for your biological father, you will not be able to do so for your stepmother. I also note that you would only be considered a child of your stepmother if the marriage of your father and stepmother occurred before you were the age of 18. I assume that after your father immigrates, he can file for your stepmother under the F-2A category for spouses of permanent residents. When you sponsor your father, you will also have to file an I-864 affidavit of support to show you will be able to financially support him. If you are not able to do so, you or he can  perhaps enlist the assistance of a good friend or relative who is willing to take up the financial burden.
