You can apply for a green card if you marry a US citizen. You will however loss your F1 status as soon as you apply for I485 since an F1 is a non-immigrant status. You will qualify for a work permit after you file your adjustment papers and receipt issued. Duration for this process is however uncertain, it is dependent on various factors and therefore vary from petition to petition.
