While he is waiting for a family sponsored green card, can he still apply for a visa to enter US?

This gets complicated, since your brother has immigrant intent, but 'arguably' not for the purposes of the visit. There is only one work visa that will allow him to enter even if he has immigrant intent. However, he needs to be petitioned and paid by a U.S. Employer. He also must have a bachelors degree or the equivalent and be hired for a job that requires a bachelors degree, among other administrative requirements. As a result, he may have challenges getting a non-immigrant visa to travel to the U.S.

At the US border with my B2 visa I was questioned (consecutive visit). I was told that I can't do a change of status. How do I verify this?

The fact that you were given six months of B-2 stay indicates that, CBP while warning you, did not make any special marks against your record. I do not know that you can check this in any way. Your option is to apply for a change of status if you have a good reason for doing so. You can file for the relative petition (I-130) here, but your wife will need to apply for the immigrant visa and a waiver at her home consulate. The waiver is required as she has accrued over one year of unlawful presence, which will trigger a 10-year bar under INA section 212(a)(9)(B)(ii). Consult with an experienced immigration attorney.
