Can I work while my PR is in process?

If you have already submitted a I-485 application for adjustment of status to get your green card, you also qualify for an employment authorization card. To apply for the card, you need to file an application on form I-765 along with a copy of the I-485 fee receipt and 2 photos of yourself. There is no fee for the application if you have a pending I-485 application. You should not work until you receive the work permit.

If you are a US citizen over 21 , you can file a visa petition for your mother. Whether she can get permanent residency depends upon many factors, such as how she came to the US and from what country.

I won green card, my husband couldn't get immigration visa, had health problems and I filed I-130 on 01-26-2012, how long does it take?

Vermont Service Center now takes about 22 months to process I-130 petitions of permanent residents for their spouses. In addition, an immigrant visa will not become available to your husband immediately on approval of the I-130 petition because the number of the people who file these petitions is greater that the number of visas that can be issued each year. In December of this year, for example, immigrant visas will be given to the spouses of permanent residents who filed their I-130 petitions in August 2010. So it is reasonable to expect that your husband might receive his green card around May-June 2014.
