Before 1976, just born children could sponsor their parents for US immigration. The law was then changed so that the children now have to be at least 21 years of age to sponsor. You have my deepest respect for your willingness to help a friend, and my sympathy - because there is nothing that can be done for him. With 2 strikes against him (staying illegally for 7 years + attempt of an illegal re-entry), voluntary departure is the best he can hope for: at least, there will be no deportation on his record. If he had a U.S. citizen or permanent resident parent, wife, or child here, he could have a fighting chance. Otherwise, there are, surely, better uses for the money you would pay to involve an attorney in this case.
