Can I file for my out of status husband if I only have a green card?

If your husband is out of status, I would suggest consulting with an attorney to work out the timing to file and whether he will be eligible to file in the U.S. or must return home and apply for a waiver. Part of the strategy on what to do will depend on how close you are to U.S. citizenship, his eligibility, any criminal record for him, any prior deportation, any prior border stops, and many other factors. We would be happy to consult with you to help work out the best strategy. I came with a visa waiver from France (I am French) but the patrol officer changed it to a B2 visa on a I-193 form

Customs and Border Protection inspectors can do what the officer did in your case. You are allowed to apply for an extension if you desire since you are no longer under the the visa waiver program, but would take the risk that if the application for an extension is denied after September 30, 2018, you would find it even more difficult to come into the country under either the visa waiver program or a nonimmigrant visa. This may be impossible for ten years unless he returns to his home country and waits 10 years. He committed a Federal Crime, when he returned without advanced permission and inspection by the CBP. He can be convicted incarcerated as a result. For legal advice, I strongly recommend an appointment with an experienced immigration attorney.
