You need to give them exactly what they are asking for, or, you need to start a dialogue to see how what alternative evidence will satisfy their requirements. In some cases, we file a lawsuit to compel action. If your parents get a visitor visa, they can apply here in the USA for adjustment, where the standard is often much easier.

His criminal record generally will not affect his petition for you. He will need to show he has enough income to petition for you or will need a joint sponsor. Are you currently in status?

Your mother can file a petition on your behalf, but if you are in the United States and are a visa overstay in the United States, you would not be eligible to adjust status to permanent residency. You should meet with an immigration lawyer to explore all your options, and to see if you are eligible for a waiver of inadmissibility for any immigration violations, if that is an issue.
