Can I still petition my parents here in the US even if I don't have a job since I am full time mom?

You can still petition for your parents even if you don't have a job. However, you are still required to complete and file the necessary I-864 affidavit of support form as a sponsor for your parents. Your husband's income can be included on your I-864, but he will also need to complete and file an I-864A form as a household member.

How long will it take for me to be able to move to the US if my husband is already a permanent resident?

Your husband needs to naturalize to speed up the process for your residency. If he doesn't, it will take several years before you can immigrate to the United States.

Can I apply for a B1 then change it to F1 before I start university?

First, yes, you can change status in the U.S. from O1 or O2 to F1, as well as from B1 to F1. Second, you need to understand that obtaining an O visa is rather difficult (if your sponsor already has an O1, getting an O2 is easier, of course), and more expensive than a B visa. Third, if you plan to work during your Master's studies, F1 would not permit you to do so; but if you will have an O2 and work for your sponsor, you could study part-time without changing status to F1.
