It depends on what country she is from. If she, is from Mexico it will take another 7 years. If she is from the Philippines it will take another 15 years. If she is from any other country it will take another 3 years.

I am not sure what 217 10000 means, but the usual advice in situations like yours would be to apply for a student visa directly at the American consulate or embassy, and explain your refusal under ESTA at the visa interview.
