Your children should have been able to immigrate with you as derivative beneficiaries when you came to the US. You should contact the National Visa Center or the US consulate to ask them about the case. Otherwise, you will need to submit an I-130 petition for each child.

Generally, a person can apply for H-1B only once a year, on April 1 of each year, due to the quota. And, even if approved for an H-1B petition, the person cannot start working until Oct. 1 of that same year. Moreover, a visa does not control your legal status, rather the I-94 card controls your legal status here.
