I would need to review the reason for the deportation and his immigration history, your equities for a hardship waiver but generally these are doable if he has not triggered the permanent bar by returning to the U.S. after accruing unlawful presence and then leaving voluntarily or involuntarily. The Deferred Action for Childhood Arrivals program or DACA does not guarantee anything.  It takes advantage of existing regulatory policy that allows the immigration service to choose which cases to pursue.  In this case, the program clarifies that if the immigration services chooses in its discretion not to pursue removal for a qualifying Dreamer, that person is eligible for a work permit.  Whether a student applies for DACA relief or not, the student may continue his or her education.  The student would have to find funding for school.  As part of applying for DACA relief, an applicant simply submits a application for employment authorization and if approved, will received a work permit or EAD (employment authorization document).  I am not qualified to speak about Arizona's attempt to deny DACA applicants driver's licenses, but you raise some very valid points that many others have also pointed out about Arizona's misguided effort.  I am unaware of any other state that has followed Arizona's lead on trying to discriminate against these child applicants.  I would highly recommend contacting a lawyer to apply because whether you should apply is a matter for careful legal analysis and will vary for each person.  A lawyer is the best person to help you consider the best way forward and whether DACA is right for you.
