An alien on a tourist visa is not entitled to be registered with the Social Security and is not authorized to work in the U.S. It is likely that your mother's attorney filed some kind of an immigration application for her; my guess would be an application for asylum. If my suspicion is correct, this fraud will create major difficulties in getting a green card for your mother now. Filing an immigrant petition for your mother without checking her record with the immigration authorities is likely to result getting a denial, losing the filing fees and, more importantly, losing time. You should ask an immigration attorney to take your mother's case.

Once you are married, She  can apply for a spousal visa (as opposed to a fiancé visa) at the US consulate overseas. That process takes longer than a fiancé visa, more than a year but less than 2 years and is less expensive as far as processing fees paid to Uncle Sam. If she gets married on a tourist visa and then remains here that would technically be considered immigration fraud. Why? Because she obtained a temporary B visa but her concealed intent was to remain permanently. Consider working with an attorney so that the case is processed correctly. Some of us charge a very affordable flat fee to handle the case from start to finish. Good luck.

Can we apply for one first, and once approved, can that person be the co-sponsor for the affidavit of support of the second applicant?

If the co-sponsor's documentable income is insufficient for serving as a co-sponsor on two applications filed at the same time, his/her income will be insufficient for serving as a co-sponsor on two applications filed separately (unless the second application is filed after the first one becomes terminated through expiration of 10 years, through naturalization, through death, etc.). When filing as a co-sponsor, the co-sponsor must identify his/her family size and also identify any other person for whom he/she serves as a sponsor/co-sponsor. This issue is just one of many in the application process that can be significantly more complex than it might first appear. Improper preparation of an application or insufficient supporting documentation can cause long delays or even more harsh consequences, and it would be wise to work with an immigration attorney.
