If a spouse overstays her visitor visa but marries a US citizen, is it necessary to file for employment authorization when filing the I-130 and I-485?

It is not necessary but advisable. The work permit can serve as ID and facilitate getting a social security number (and Driver's License). And it's free when applying for the adjustment of status.

How can I get a sponsor?

Your question requires an attorney consultation. It is not a simple question that can be answered on this type of forum. There are many factors that would need to be considered and evaluated. I strongly suggest that your sister contact an experienced immigration for a face-to-face consultation and give him/her all of the facts surrounding your situation. He/she would then be in a better position to analyze your case, advise her of your options and make sure that the necessary paperwork and documentation is presented so as not to delay the process.

Can my daughter still be eligible in F2A visa, which is available right now?

Answered by attorney Ronald E. Walker
Immigration lawyer at Walker & Associates of Michigan, P.C.
Yes, the F2A Visa Category is presently current, but you are not eligible to process for her Immigrant Visa until your I-130 is approved. Since she will age out soon.
