Usually, you can get Medicaid if your income is below Federal Poverty Level. At the same time, to sponsor your husband (or anyone else) for a green card, you have to file an Affidavit of Support (Form I-864) showing that you have income that is more than 125% of the Federal Poverty Level. Clearly, the same person cannot qualify for Medicaid and be a Form I-864 sponsor at the same time. The solve this problem, you need to find someone who would agree to become a co-sponsor for your husband and sign a second Form I-864. The co-sponsor does not have to be your or your husband's relative, but does have to be a U.S. citizen or permanent resident, and needs to have sufficient income. If you find a co-sponsor for your husband, it will not matter if you have small income (or no income at all) and receive Medicaid or other public help.

If you were arrested, you must answer yes. To do otherwise would be considered a misrepresentation. However, you can answer no to any questions regarding convictions or being charged with a crime, if, in fact, you have no criminal convictions and/or have never been charged with a crime.
