As you are being petitioned under the IR (immediate relative child of a US citizen) or F-2A (unmarried child of a permanent resident), you will have to wait until you obtain your permanent residence before you can marry. You cannot. You have to physically meet in person within 2 years from the date of filing the case. You can travel there or he can travel here. There are exceptions to this rule, but they are very rare.
