No a pending I-130 does not allow you to remain in the U.S. you would need another nonimmigrant status to stay here until you are eligible to file the I-485.

You question is not really clear. We think that you mean that you will be applying for Adjustment of Status and that your husband is a USC. If his income is sufficient then he should do the I-864 and submit with the package.
