Yes, she can. The son must be single, and not married. A green card holder parent can file for an in married son or daughter. This would be "preference family based petition" and it usually takes a few years to complete the process. Factors are the age of the beneficiary (under 21 or over), and the country of birth. (For example, Mexicans have a longer wait time than Salvadorians.)
